Unfortunately, genetics will play a big role in whether you get what I've heard referred to as "bat wings" but there are things you can do to improve your chances of escaping this - exercise (that means the dreaded strength training, not just cardio), hydrate (drink plenty of water), moisturize, and hope for the best!
Also, your skin might take a while to "bounce back" after weight loss, so even if you have some loose skin on your arms, keep doing the right things and time may take care of things.
I've been very fortunate with my arms. I'm working on increasing my arm (and upper body) strength, but I'm pretty happy with how they look.

I call my upper arms "tharms". Because they jiggle as much as my thighs and if they jiggled enough, I could "fly away".

Here's how my arms have changed through gaining weight to losing it. Pictures are in chronological order...

    180arms.jpg
    190arms.jpg
    200arms.jpg
    160arms.jpg
    160arms2.jpg

I love my arms/back so much more than I did in high school, when I was slightly lighter than I am now. Lifting heavy has made them this way. Toned, not bulky =)
