stages of tummy fat???

My tummy seems to frequently go through different stages as its shrinking, it will firm up at one point then other times by really squidgy, soft and doughy and bottom of pouch tends to hang down a bit more unless I breathe in, but still at both points they are much smaller than it was and measuring 35" (from 48 "), can definitely see it has shrunk, I have a waist now and a definate hourglass shape to my middle.
Someone once mentioned it been something to do with the body replacing the fat you have lost with water, then when that comes off it goes smaller till you lose the next bit of fat of it? At the minute mines very soft which is surprising as my TOTM is due so I'd expect it to be slightly bloated as I had gone up 2 lbs. It used to go rock hard and look massive this point in the month with usually a 6-10lb gain for this week.. any clues as to what's happening?
