losing/gaining inches

I started the 30 day shred last week. I weighed in yesterday and took my measurements today. I lost a total of 3.8 lbs. I was super excited when I stepped off the scale. I think I am a little confused now though. I lost an inches in my arms. (YAY) I lost 3 inches in my gut (YAY) I lost an inch in my neck (YAY) I also took a measurement right above my knee and lost an inch (YAY) All of my other measurements stayed the same
BUT
I gained a whole inch and a half in my hips (BOO)
Is this the norm? Of all places I would love to lose it in my hips. It kind of has me bummed a little bit.

Probably water retention from the exercise. NOT uncommon when you start exercising.
