6pack abs for women? Diet, exercise, or what?

So, I'm finally down near my goal weight of 125 but I have absolutely NO muscle. I want to get a 6 pack in particular but I'm at a loss of how to start. I stick to a low-calorie diet because I am very prone to weight gain/rebound but do I have to eat more to build muscle? What nutrients/foods should I be focused on to build muscle? I don't want to overeat to try to build muscle and then wind up gaining fat instead. :(
