I'm short, active and having troubles!

Hello,
Simply stated: I am 4'11", I weight 130 pounds, I need to be around 95-123 pounds to be at healthy BMI. I have an active job where I am walking (sometimes at a brisk walk pace), i go up and down ladders and I carry around heavy boxes all day.
I also exercise at least 4 evenings a week, burning around 200-500 calories.
The problem I am having is understanding how the caloric deficit and net affect my weight.
I though that if I want to maintain my weight *not lose*, I have to eat 1200 calories a day. So I assume, to lose weight I must burn some calories to be at 700-1000 calories net. I just read a tread where many are saying you have to EAT BACK the calories you burned so that your net equals the caloric goal MFP has set for you. I also read that MFP already calculated to deficit into our plan, which begs the question: Why can't I lose weight by simply just only eating 1200 calories a day?
I understand exercise is important, boost metabolism, etc.... but I am very curious and would really appreciate some insight.
In a nutshell: I'm only slightly overweight, very active, eat healthy, exercise frequently and I AM NOT LOSING WEIGHT. Please help!
