Strength training with many ???--Advise needed please

Hello Everyone,
Ive got a dilemma and I was hoping I could get some feedback. I am considered "normal" BMI but I still want to lose some weight any ESPECIALLY tone up. Lately I have been doing A LOT of cardio to help burn fat, this week averaging 270 minutes on the treadmill and/or elliptical. Anyways, I know I have the cardio down but I really want to start weight training more. I did it back in high school (5 years ago) but Ive forgotten all of the stuff for best results and especially how much to weight train each week. Also it seems like to matter how much I run I cannot seem to lose my big arms or "muffin top" stomach!! My legs are defined from running but Im still just really frustrated!! Any help or advise would be awesome. Thanks everyone so much!!
