Men vs Women "bulking up"

Was reading a video game news site and noticed a comment on one of the articles. The article in question is linked at the bottom but is not mainly focused on my question to you, dear MFP folks :)

An issue mentioned in the article is the portrait of women in video games. The characters. Females are usually skinny, while the males are overly bulky (with exceptions for both, fortunately). The issue certain people had was that females could not realisticly keep up with males. This is conserning fitness, strength and usage of heavy guns and other weapons.
While I agree that a skinny girl with no muscles will have about as much luck with the heavy machinery as.. a skinny guy with no muscles, I was under the impression that unless going to extremes females are pretty strong without looking bulky.

So my question to MFP folks - How much do you agree/disagree with the following statement. Replies based on experience much appreciated :)
women ARE physically weaker than men. A woman who does the exact same workout as a man, starting the exact same time and for the exact same length, will end up weaker over all, because of how women build muscle. It's a scientific fact. Women have to work a lot harder to "bulk up" than men do.. so it is a bit "unrealistic" for women to be 3048230498 times stronger than a man
