I am starting this program today and have a quick question. The workout calls for 3 sets of each exercise. Am I supposed to do the three sets in a row and then move on to the next exercise or do all of the exercises and then start over and go through the series three times? Also, she says to use 60% of your max. How do you figure that out?

generally you do one set, move to next exercise, then do one set of that move to next exercise and one set - then repeat.
Doing to your max, means when you finish you reps for that set, - say you have 12 - when you reach 10,11,12 - those last reps should be hard. meaning you would have a difficult time doing 1 or 2 more. If you find you can easily do 1, 2 or 3 more consistently, with good form then its time to start considering upping your weight range.0
