Help with shoulders

I do bodypump two times a week and weights on my own once a week. I've gone up at least 20 lbs lifted in each muscular group from where I started EXCEPT for shoulders where I've only gone up about 5 lbs. Is it normal for this section to progress so slowly? It's been about 7 months since I started lifting 3 times a week.
