cold weather running

I hate running on a treadmill, or even on a track, so I try and do all my running outside. For anyone else who runs, what are your opinions on when it is too cold to run? I live in a cold weather state, so during the winter months we can see below zero temps with wind chill (and sometimes even without windchill!). What are other people's rules of thumb? Just curious, thanks!

I live in eastren Canada and HATE the winter.
I run with my dog, daily as I have a boarder collie, and we have tried many things to stay warm while still being able to run. I wear a lot of layers, wool socks, hat, gloves/mits and use something to cover my mouth and nose (I use a face mask, but a scarf would work as well).
I also make sure to run at the gym a couple times a week, as my runs are not as "good" as they are in the warmer weather!0
