Calorie counts

If you have a calorie target that should lose weight, should that be a after exercise or before exercise number? For example if my target is 1400 calories, but AFTER exercise my real calorie count is 1200, am I starting to starve myself making it hard to lose weight? Do I need to eat more to get back to 1400 for the day? it doesn't sound right!
