appetite ups and downs?

I go through days where I won't be hungry, probably will only eat about 400-800 cals, and then other days where I go over my cal limit.

my diet is pretty much the same everyday (lots of yogurt, chick peas, protein and milk), and I do about the same exercise everyday (1 hour circuit training).

Should I just eat when and if I'm hungry, or should I force myself to sty on my 1200 target by eating more or less.
i'm trying not to ever be hungry. I dont think its healthy to be actively starving myself, so if i'm hungry I eat a (healthy) snack.
