Calories Burned: What is that tool?

Hello,
I have heard about a tool, thing, you can buy that accurately tells you how many calories you burn during your workout.
What is it?
Also, is it based on your heart rate? - I take a medication which caused increased resting heart rate, so my ideal target heart rate is actually my resting heart rate. Weird I know, but if the tool is based on this, then I don't think it would work for me?

That's a heart rate monitor, you'll see it abbreviated a lot of places as HRM.
Some of them are programmable so you can set your resting and target manually.
But the short answer is yes, it uses heart rate to determine calories burned.0
