At goal weight, but.....

Good/afternoon,
I am a 5' 52 year old woman - 115 lbs. I have reached my goal weight but have a few concerns and I am hoping someone could help/ address the issues.
After 5 kids of course I have some extra belly fat , I have lost a some, went from a 31" waist to 28 " I would like to see some more of it gone (may be impossible).
I do not know how to approach this do I lose more weight and then build up or do I continue to do total body work outs and cardio and just continue till I get improvements?
Do I make some changes to my diet ? - Any help would be greatly appreciated.
