Monitoring Body Fat %

I had my monthly weigh-in today at the gym and I felt good about it because I dropped a little over 10 lb, officially got out of the 'obese' BMI range and lost a few inches across the board, but the thing I was really concerned about was my body fat % which is depressingly high, and I only dropped 1%… and I'm still well over 30%, so I guess technically I'm still obese. The realization sorta took the wind out of my sails.
Anyway, I just wanted to know-- for people who are monitoring their body fat, what's the ratio of your weight loss to fat loss? Should I be doing more weight training in addition to cardio? I just don't think what I'm doing is working if I've only lost 1% body fat in a month.

10lb 6% body fat, I did mostly jump rope, now I'm going to do strength/weights, Most of the fat was off my tummy but the rest of my body firm, and a little more toned I have about 10lb more to go. It took me about 6 months to lose that.0
