On days that you don't work out, rest days, do you still eat a Net goal of 1200 for the day?

You should be eating that a minimum EVERY day. You're meant to eat the exercise calories you burn because MFP is set up to create a defecit for you already - which is why you're restricted to 1200 and it goes up as you exercise.0

Yes - you're supposed to eat your net goal every single day - so if for you that's 1200, then that's 1200. On days when you exercise, you burn more, so you can eat more.
The deficit is built in. If you go to view your goals, it will tell you exactly what your deficit is calculated to be when you're eating a net of 1200 cals a day.
And there are many experienced MFPers who take their rest day as a "refuel" day, when they go over their recommended net calories. I personally do this, and try to keep my calories on rest days at "maintenance" calories (what I can eat without gaining or losing any weight) and maintain my deficit the other 6 days. When I was doing this, it was very successful for me, so I'm going back to doing it.0
