Healthy Weight Range

Hi my name is Abby and I've never been in a healthy weight range. Even after boot camp in the military I was still Considered over weight. I'm am built pretty stalky. I cant wear button up shirts because my shoulders are to big for the sleeves. I've always been "beefy" but am just wondering what is your take on my situation. Should I try and strive to get into a healthy weight range in which I've never been or just get down to a weight that I feel a little better I'm just not sure what to do! I'm 5'8 and 203 currently. my lowest weight I've been out of boot camp was 173
