In terms of of "ideal" or healthy and good measurements.
waist: 26.25
Hips:35
Bust: 33
Thigh: 17
All inches.
Are these healthy measurements or do they indicate Not so good?
Just curious. I know this will be opinionated.

How tall is this person?
Assuming they are a woman of average height, it sounds like really good measurements I would be envious of, so if they are yours, great job0 -
5'4.5, forgot to include that! And 115 ish pounds0

Hard to say. Everyone's so different. Sounds pretty small, I certainly wouldn't want to lose any more. If you have a naturally small frame it's probably OK.0

It's considered slender.
A 24" waist is very small. Most of the old time Hollywood stars that had such tiny waist wore girdles all the time.0
