Nutrition Plan Of Off A Specific Menu Link Attached

Story:
I'm going to school and I'm stuck with this meal plan. Parents pay for it, so I can't complain :P . Anyway that leaves me with this limited menu,
found at (http://www.depts.ttu.edu/hospitality/forms/Murray.pdf) (also this place has basically anything that can be found at a 7/11. (chips, noodles, nuts, jerky, coke,gator-aid,gum,candy).
Goals:
My goal is to get cut, and lose the fat on my 2 bottom abs.
Questions:
I'm trying to figure out what would be a good diet plan to follow with the foods provided. What foods should I eat on this menu, and how should I balance carbs,cals, and fat? How many times a day should I eat? I've searched and got many different answers (some say 6 meals, some say 3 big meals).
BackGround:
My previous eating habits were to skip breakfast, eat a (1/3 lb Burger) & (Chicken Cordon Bleu Sandwich) around 12. Then eat a (1/3 lb Burger) and (Ancho Fajita Chicken w/sour cream) (or another Chicken Cordon Bleu Sandwich) at around 6:30-7. Then I would eat roman noodles or salad or along with some snacks at around 11. Also in between meals I would snack on beef jerky/peanuts/chips/roman noodles/chocolate.
I jumped started my diet with a 10 day water fast (on day 9 right now, after 10 I will take 7 days to break the fast properly)
I'm 6 1/2 and before the fast I weighed 203. My body fat was 11.8 (tested by ultrasound and computer). I used to be big into lifting but now just lift once maybe twice a week. I still play basketball/run/stationary bike (cardio) 4-6 times a week. I'm gonna start lifting along with this diet. The supplements I plan to start taking are Multi: Orange Triad Tablets, Fish oil:Orange OxiMega Fish Oil, Creatine: All Max Micronized Creatine Monohydrate.
