Recovery Week for Cardio?

Quick question - I received a Polar FT-60 for Christmas and have been using it virtually everyday. A couple weeks ago the program came up with "recovery goals". The first issue is that I didn't actually see a change in my goal. The main issue is are recovery weeks necessary for cardio workouts? At this point, I am not really doing muscle building (will do that as I get closer to my goal weight), so is a recovery period really necessary? My cardio is riding my bike for anywhere from 1-2 hours (mostly an hour each weekday and then 1.5 hours one of the weekend days). Thanks!
