Saddle Bags

Help! I am a pear shaped person. I have a great waist. BUT....I have this lower belly pooch, awful saddle bags and that part in your lower back at the top of your bottom is fat too. Any suggestions on how to shape and lose in this area. I work out at least 60 minutes a day 5-6 days a week. I do at least 4-5 cardio clases including Zumba and Cardiobox and I rotate my weight training doing legs and shoulders, back and biceps and chest and triceps everyday. And I do ab exercises everyday. Cruches, leg lifts and lunges. These areas do not seem to be shrinking at all. I have been loosing a little weight. My second official weigh in for my 90 day challenge isn't till the 13th so I don't have a total loss yet or inches lost. Any suggestions please?????
