Exercise and muscle gain question

I was at goal weight in October. Since then I've consistently been doing about 1 hour of exercise per day, including treadmill, elliptical and rowing. I feel great and strong.
I have noticed I've gone up a pound on the scale. I also noticed I gained a total of an inch in my thighs.
Waist is the same measurement at 26.5. Only issue is my legs are larger and the scale shows up a pound.
Does this make sense? So, one inch of muscle gan equal 1gb of weight?
Just want to make sure I'm not gaining FAT.
