Lost weight, measurements still the same???? HELP!!!

I stepped on the scale on Friday, January 13th and the dumb thing said 196 lbs. I am heavy, and have been for a long while now, but I fluctuate between 185-189ish. I decided then and there that my weight was out of control and I needed to do something about it. I started watching what I eat (1200 calories/day + most of my exercise calories) and going to the gym. I have burned 10557 calories since January 18th.
I am now down to 182.4 but all of my measurements are the same. I measure: biceps, forearms, wrists, around my shoulders, bust, under the bust, love-handle area, waist, hips (where the buttocks protrude the most), thighs and calves. I don't understand what is going on. I am a full-time student so I have to study while I work out. I get on the treadmill at 15% incline and walk between 3.5-4.0 MPH. I have bad knees and ankles so running is out of the question for now.
I don't get it :(
