Why do some muscles burn and others fail?

Does anyone know why? For example, when working calves, going to failure really burns but going to failure on bench press or tricep pushdown for example, I don't really feel a burn, the muscle just refuses to contract enough to push the weight when I've reached the limit.
Does that make sense? Anyone know the physiology behind it?

I have no clue, but I can get my chest to burn during other exercises like chest fly's, it may depend entirely upon the angles I suppose... can't wait to see the actual answer!0
