HELP!

I need help!! I have lost 50 pounds so far. Yes, I am down in clothes sizes overall, but my top half and bottom half USED to be proportional. Now, I am almost 2 sizes smaller on top. My waist and hips are smaller, but I CANNOT get rid of the fat on my lower (below the navel) abdomen.
I really need some GOOD exercises that can help me begin to tone this area so that I can (HOPEFULLY) realize fitting into a dress that's not hopelessly falling off my shoulders or WAY TOO TIGHT on my stomach.

Everyone stores and loses fat in different places. But for me....
Jogging and running really help with my lower belly fat and overall abdominal fat. My legs and calves also toned up, of course, but I was thoroughly surprised to see such a difference in my belly. I followed the Couch-to-5K program. I had to stop for several months due to an unrelated injury, but I'm back on it again. It's wonderful.0
