Thighs wouldnt shrink, but now stomach wont?

Hey guys, I wasn't totally sure whether to put this here, or in the weight loss section. Anyway, I've been trying to lose weight since January 2011, and its always been that I can lose weight, and lose inches in my arms, and chest, and stomach with no problem, but my thighs, hips, and butt would not change AT ALL. After taking about a 2-3 months break from trying to lose weight this last fall, I started back up in the beginning of December, and for whatever reason, the roles are completely reversed.
Thighs, hips, and butt are shrinking and toning up, as is the rest of my body, except my stomach. It has not changed one bit. No inches lost, no toning up, nothing. Its starting to get to the point where depending on how I'm standing, it can look like a marsh mellow sitting on top of tooth picks or something. I'm not doing anything that crazy, drastically different than how I was eating and working out before
I was just hoping someone would have some advice for me, because this is definitely not ok.

    You body will choose where it wants to drop weight first, you don't get to decide where to drop the weight. give it more time.
