Inches Shrinking, Pounds not so much

I am new to this site, and have been going to the gym 5 days a week, I only go for a half hour before work. I do strictly the treadmill. I have cut out Pepsi and pretty much anything caffeine. I have been doing this for about 5 weeks now. Changes I have noticed are my dry skin on my face and body has cleared up and has a healthy glow, I have more energy, and my clothes are fitting much better. My body is starting to sculpt and my hips are thinning out. Sadly I am losing in areas I don't need to be, lol.
But the scale only shows a 4 pound weight loss. I feel amazing and people are starting to notice. How come the scale hasnt yet? Would love some advice.

Currently I am running and walking on the treadmill. I get the speed up and my heart rate is close to 155. Thanks for reading.
