How accurate is your Polar FT7 (or other HRM) on your restin

When my FT7 first turns on and registers my heart rate before I start working out, it seems high to me. It's usually high 80s or low 90s. If I take my pulse myself, I usually get low 70s to low 80s.
Anyone else have that issue? It could cause significant differences in calorie burn, couldn't it? If it's overestimating my working HR too?
