Another Boob Question

When measuring your bust line - do you measure with a bra on or no? I was measuring with one on because I figure that's how I am most of the time and therefore appearance wise that's what my measurements are.
But then I thought I'm essentially just measuring my bra.

    With nonpadded bra
    Tight around the waist band after you breath out
    Loose around the largest part of the chest
    And snug from the waistband to the top of the chest (if you are using that one)

    Wear a non-padded bra and across the nipple, with the tape flat across the back. =)
