Sick above the neck, workout still (but slow and light)? Sick below the neck stay in bed? or the other way around?

You had it right. Anything that's "just a head cold," you can still work out. Anything that's in your chest or lungs, get on the couch and feel better!

that works, just stay out of the gym and work out away from others so you don't infect anyone else

I would say if you're at all sick, rest. The more strain you put on your body the longer it's going to last.

Totally agree! But I do know there are times when I am sick but I still feel well enough to do some sort of workout just not all out. Those days I go for a walk, don't over do it, don't go super far and just go slower than your norm. Only if you are feeling up to, if you aren't than your body probably needs the rest.

Well, technically, you can work out when you're sick regardless of where it is, but you really should choose whether to rest or not based on how badly you feel. If I have a slight head cold, I'll work around that. But I've had sinus infections that I don't work out around, because they just knock me off my feet, and I know I need the rest more than the exercise.
