Toning up: "lose 1lb/wk' or "maintenance"

Quick question for those who are more knowledgeable with the finer aspects of this:
My BMI is 23.6 +/- because my weight is currently floating between 61.2 - 62 kg since December.
I was recommended in an post a few months ago that I should start looking at toning up as opposed to strictly losing weight as such, but I'm wondering if the reason I don't see much change despite trying to tone up is that I need more calories to support this?
I'm basing this off other treads where its been said that for bulking up you can't really afford to be in deficit..

This is because you want to maintain or increase the muscle you have and lose fat. Adding resistance exercise into your regime will help maintain the muscle. Since muscle burns more calories than fat, adding muscle can have additional benefits. Since pound for pound, muscle takes up less space than fat, you can actually be slimmer but weigh more by increasing the amount of muscle you have. But it is hard to add muscle whilst eating a deficit.0

So should I switch to MFP's maintenance setting and use the cal limit it generates as my new limit?
I just wasn't sure if "toning up/ Shredding" was looked at in the same way as specifically bulking up when it came to calorie requirements to do so.0
