Can flabby arms be fixed with strength training?

I was very over weight in 1997. I believe maybe close to 220 or more. I'm short, 5'4" In 1998, I lost nearly 90 pounds. I was in my early thirties. I have flabby arms from this. The skin did not retract itself when I lost the weight.

Now since then, on occasion, I've gained 20 pounds (give or take) once in a while over the holiday season. It's happened twice. I also gained weight during me expecting my son. None to the weight gain has been extreme. However, I feel it's extreme when I'm going through the holiday "shed", as I am right now.

I lift weights, free and do those machines. I'm pretty good focused, I don't miss time at the gym once I'm back in the routine of things. I've learned from the best of the best in weight training. I have a ton of triceps exercises and weight routines I do for this.
Maybe I'm not training hard enough. Yes, I've done the 1 minute wait thing too about working muscles.

I long to wear sleeveless dresses and blouses, but I've never been able to.

Is there any weight training that anyone knows of that can help this? Or is plastic surgery my only option?

This is also a matter of hereditary as well. My great grandmothers had arms the sizes of tree trunks. I unfortunately I am privy to this via my parents wedding photos.

I've been a size 4/6 and this is still an issue for me.(I'm a size 8/9 now and I cannot bring myself to bear my triceps).

Any one have any ideas? I have a person trainer session coming up. Should I pose this issue to her? Or is this really a hopeless situation?

Input would be really appreciated.

    i actually asked this questions a week ago and was sad with the answers i got. The skin will only do so much, well mine anyway with my age and size. so i have to decide when i get to my goal do i wear sleeves or get it taken care of with the help of a doc.

    Both myself anf my sister have tis problem- she has lost 6 stone in the last 12 months (84 punds) with no strength or resistance training and her amrs have shrunk. Se still hates them but I'd be happy with them! I've lost 27 pounds (still have a lot more to lose) and my arms have not shrunk, even though have been doing strength and resistance training and using firming cream. I think it's just luck unfortunately!

    My question is, are you talking about loose skin or fat? If it's loose skin, then no... there is not much you can do besides plastic surgery.

    If it's fat that is just chilling out there, then once that is gone you should be able to see some nice tight muscle... but again to an extent. Everyone is different and will have different results.

    I have the same problem. Bat wings...LOL I don't think anything will help loose skin hanging. You can have surgery to remove it but i don't know much about it. I haven't been able to wear sleeveless clothes for a long time. I just live with it.

    I'm still a good 16 pounds overweight right now. So I think due to genes, some of that fat hangs out in my limbs. Not my stomach or torso...limbs.

    It is the luck of the draw on this! Wow, well done on her weight lose and you're too!

    My stepmom got rid of arm flab just by losing the weight. She began running and everything else fell into place.
