Strenghening muscles around ankle

OK back in December I was running in a pair of shoes that just didn't fit me correctly. I pulled the little tendon on the outside of my ankle. It is much more bearable now but still twinges when I even THINK about running. I am doing the ellliptical and spin bike right now. However, I want to strengthen that area so I can run in time.

What are some good exercise for that area. I do ankle lifts already because of wanting heel flexibility. (I ride horses and keep heels down)
