it has always been my problem since i hit my teens.. i can't remember to even have a 26" waistline... now i'm on 30" and my initial target is to 29' that would play around 28 or 29... then i heard that somewhere that the best way to have a great abs is not to work out your abs... what do you think?

In order to reduce a lower waistline, abs aren't the only thing you need to worry about- its your entire core! Doing cardiovascular work is the only way you'll reduce the fat around your waistline- you can work out all you want to tone your ab muscles, but whats the point if it if all of it is covered in fat?!
I do 200-400 cal, depending on my how busy my day is on the treadmill/elliptical. 6 days a week, about 20-45 minutes
