Do we bulk at first?

I noticed since i've been doing cardio and strength training with very light weight but more reps that i have been getting a tad bit bulky in my legs and thighs, Do we bulk first and then it slims down?

    i think it might be muscle swelling. My arms when I first started strength training for real seemed much bigger than they do now. My arms currently seem more slimmer and the like. I'm not scientifically sure though but that's my guess.

    I've heard muscles will retain water around them after a work out. Not sure how exactly it all works though

    "This is my own personal routine and style" I have an extremely dense build so when I started working out I only did cardio until I started getting "giggly" then I started adding strength training. I found it to help me not look or feel like I am getting "bulky." Like I said this is just me, everybody believes different things. Some times the way you perceive things can make or break your progress.
