Measure what?

So, I am having issues making the scale move more than the 3lbs that I have lost. I am not complaining about what I lost. In fact I look at it as a "Hell Yeah!". But my doc seems to think I am loosing inches and gaining muscle. My legs and butt are really tight :) I am beginning to believe this as the pants that I am wearing today I have not worn in 4 years. So, something is shrinking, but what?

So what do I measure? Should I measure first thing in the morning or before bed, does it really matter? Also, how often do I measure?

I know it will depend on me, just looking for some good suggestions.
