Need Guidance with calories and exercise

Hello! I am new to fitness pal, it is my second week and I would really like to lose 10 pounds and feel stuck as how to so it.
Fitness pal tells me to eat 1200 calories a day. Does it matter if I eat 1200 and don't exercise, eat 1300 and burn 100 or eat 1500 and burn 300? I am just wondering how I should be doing this every day. Last week I ate 1500 everyday and burned off 300 and yesterday I ate about 1500 and burned off 400. I like to exercise but it takes me 75 min to burn 400 calories. I am wondering how long I should be exercising. I read recently that women should be exercising an hour or more everyday. Like I said if I am just gonna eat 1200 calories and I don't exercise will I lose? Does it matter as long as I keep my calories down? I don't know if I want to exercise an hour every day if I can lose without it by eating little. I undersand the other benifits of exercise. I would love to just put in 20 min but it seems that is not enough...so confused...
I have been working out on treadmill about 40 min 4 times a week for over a year and have lost really nothing according to scale. I recently upped to attempt to move my number at the same time like I already said should I just concentrate on the eating? I had been eating about 1500...don't really understand why a net of 1300 isn't enough to lose more...
