ab problems

I have been doing ab workouts with the kettlebells. Problem is ....the upper abs are coming along very nicely but the lower (under belly button) are not coming along to my satisfaction. What do I need to do to correct this? Im at the weight I think I need to be...Im 5ft 5in...136lbs. If I lost more weight I understand they will show even more...but I dont feel good at 130. Any suggestions? TIA
