Getting Frustrated

For the last 3 weeks, I've been putting on, then taking off the same 2 pounds. So it seems I'm never getting ahead. Any suggestions as to why this might be happening and what I can do about it? I've increased my cardio workout - but maybe not enough...

    do some strength exercises.
    weight lifting
    squats press ups etc
    it will help more than cardio - but do both!
