Too young for wings

Okay, I'm only 21 and through my weight loss I am slimming down everywhere except my arms! I have a little bit of muscle definition from resistance band training but otherwise my arms have a flabby 'wing' appearance.

I am looking for tips on specific exercises or anything that can make a difference.
