strength training a specific spot?

so i've read that strength training to increase muscle will higher your metabolism, thus making you leaner but if you strength train one specific spot will it make that specific spot leaner? i guess i should say, one week i run 2 miles a day the next i zumba and everyday i yoga and while i am seeing muscle everywhere i have alot of fat in my belly area...i dont do crazy amount of ab work but its in the yoga! if i do the crunches will it help the belly? i guess yes.....right?

if you do ab work, the core will get stronger and you can start to build muscle. you won't see any definition without getting rid of the fat that's over it, and if your diet isn't good (so I've heard)
