I really struggle to lose weight and worry this could be because I am not eating enough. I aim to eat around 1650-1850 cals per day and its vary rare I would go over this.

I use a HRM and usually burn 1000 cals in an hour cardio gym session and work out 6 days of the week (an average of 11 hours a week) . In the past I have never 'eaten what i have burnt', could this be the cause of me not eating enough?

Any thoughts on this?

Well if you think about it, your body let's say requires 1800kcal to maintain. 1800kcal is my maintenance calorie goal, my activity level is at the lowest. I do cardio and strength training though, but I don't work many hours of the day like other people do.

So if I were to burn 1000 calories within a day and only 1800kcal. I would essentially only be eating 800 calories within that day. Those 1000 calories I just burnt, have to be eaten back to regain energy, rebuild torn muscle tissue, etc.

I think everyone will agree that you should be eating back your burnt off calories. I know say not eating like 200 calories of your burnt calories isn't as big as a deal, but 1000 calories burnt with only 1800 calories consumed isn't a lot of calories to live on for a day.
