Not loosing weight

Hi!
I am trying to loose about 20 pounds. I am starting to track my calories and am doing a good job at staying at 1200. I've also been going to the gym as I am wanting to run a race. I have not lost any weight since starting to work out in January. Im extremely disappointed and frustrated. Any pointers? I just want the scale to move down! I'm 5.2 and 140.
