Insanity--at what HR have you "recovered"

I am a month into insanity. Loving it. Haven't really lost any weight (haven't been putting in much effort into nutrition) but feel great and it definitely builds your cardio!
My heart rate gets up around 180 which normally peaks at the last round of the warm up. I'll hit mid 170s the rest of the workout. I know that he keeps saying it is really important that you "recover" after one set but never really defines what that means. Normally during that 30 second break my heart rate goes from 170 to 155. Is 155 recovered? Should I wait a bit longer until my HR comes down more?
