slow weight loss

Hi, I'm 5"3 and around 133 lbs. January I was 140~ and that's when I started to get serious about toning up and eating right. My question is, for a person looking to lose 20 lbs and they're not already overweight (I have a lot of muscle), does it usually take longer to drop pounds? I haven't noticed any dramatic changes in my body yet, but maybe that's because I'm not working hard enough or eating right. Any advice from someone in the same spot would be appreciated!
