Losing inches everywhere but my arms! Help!

I have been working out and staying within my calorie goals and have definitely noticed improvement! Today was my measuring day and for the most part, it was very encouraging. I even lost 4 inches in my midsection since last month! That being said, I lost absolutely NOTHING in my arms! I am pretty disappointed, as I am getting married in September, and my arms are pretty much the one thing that is definitely going to be on display. Has anyone else had this problem? I work out with both cardio and weights, and do quite a bit of circuit training. Please, any help would be greatly appreciated. Thanks!
