Does weight go up when muscle starts to build?

I been working out and watcing what I eat for the past month and a half to two months. I lost a couple of pounds after the first few weeks and then a few weeks after that, I gained it right back. But I was told that it was muscle weight not fat, and I also can tell that Im loosing inches.
Somebody please tell me what to do, because Im getting discouraged.

It is probably just bloat. When you start a new program your muscles tear causing water retention. I wouldn't worry about it. Just watch your calories like normal and reevaluate after another month.0
