I think it is to bring it back to the top of the page if no one has responded so it doesn't get missed.

And it's usually done about 15 mins after posting....along with a post at the same time admonishing everyone for ignoring the topic because everyone is stuck up and doesn't want to help.

Don't forget the second post telling everyone how respsonsible that they are for the person's inevitable binge since everyone abandoned and ignored the poor lonely person.
