BMR calories/exercise calories confusion?

I have been seeing a lot of people talking about upping their calories and losing weight better. I am not too overweight...want to lose 25 pounds, and am 170 at 5'6. I am a waitress, constantly on my feet and also exercise burning over 500 calories 4 days a weeks at the gym. I set my goal at losing 2 pounds a week which gave me 1250 calories to eat.

I was told to put 1 lb a week, and it upped it to 1540.

My BMR however is 1750.

I am confused on if I should be eating back calories I burn and exactly how much I should be eating in general.

I can tell I am much stronger, and things are getting less flabby (ew lol), but not dropping hardly any weight overall.

What exercise level are you set at? If you're set at lightly active (which you should be) your calories would work out around 1950 using that BMR.

Some people like to set their activity levels to "sedentary" and then add in all their activities. If you do some research, you'll find information on how much you're burning at work. So long as you're honest about what time you're on your feet, and you round down the calories a bit, you can feel pretty confident logging work as exercise.

I log some of my housecleaning! Not all of it - but I do a 90-minute cleaning burst every afternoon where I really hustle and blitz the whole house. I do count that as "light cleaning." My activity level is set to "sedentary."
