not losing weight, but getting strong

There is a difference to me. I want to rid excess fat and tone up...tightly. What is the best way to do that. Eating clean and working out? What type of workouts should I do? I do lots of cardio to burn fat but I'm not a lifter and don't know where to start...
what I'm doing now:
eating right..jillean michaels 30 day shred, gym 2 hours a day different exercise each day. Some days I spin and do strictly cardio, other days I'm doing bodypump and strength conditioning.

So you are doing 30 day shred AND 2 hours of cardio a day? I think that would qualify as "over training".
I'd recommend getting an estimate of your TDEE, caculate a small deficit from that, 300-500 calories. Start a heavy lifting program (Strong Lifts 5x5 is what I'm currently doing, a lot of women like New Rules, or I've heard good things about Starting Strength). Lift 3 times a week for 45 minutes a day. Do low-moderate intensity cardio for 30 minutes or so after lifting (or don't do any on those days). And maybe do longer cardio sessions 2-3 times on your non-lifting days.0
